Calvin Brown
Principal/Chief Operating Officer (COO)Calvin W. Brown served as the Commissioner of human resources for Toledo for eighteen years. Provided direct oversight for the division of benefits administration, among others. The benefits administration division directly administered all healthcare programs and services for 2,900 employees and 5,100 members. The programs and services included self-funded medical (including wellness initiatives and disease management), Rx and dental plans, vision and life insurance plans, and other voluntary employee benefits offerings. Additionally, Mr. Brown served as the chairman of the city’s healthcare cost containment committee, which consisted of presidents of eight public sector unions, the city’s risk management officer, and representatives from the city’s finance department.
